What if the developer and his building engineers plan the site in such a way that tree roots need to be fully removed because they stand in a the way of a building's foundation? What if the developers use bulldozers to reshape the land uprooting large trees as they do so? Putting the uprooted trees into a pile would present problems, because of the amount of dirt and debris.
